Representative Gil Cisneros Visits Caelux to Discuss the Future of Solar Manufacturing

On behalf of Caelux, we’d like to thank Representative Gil Cisneros, the new Congressman for CA-31, and his team for meeting with us last week and touring our facilities.

Caelux met with Representative Cisneros to discuss IRA defense and trade priorities over the next four years. A veteran lawmaker who previously represented CA-39 from 2019 to 2021 and served as the Under Secretary of Defense for Personnel and Readiness under the Biden Administration, Representative Cisneros serves on the House Committee on Small Business, which is dedicated to supporting new and small businesses through open access to loans, credit, and capital.

During the visit, we had the opportunity to highlight the challenges faced by manufacturers here in California, including the need for federal action on Chinese perovskite imports, pathways to build a skilled workforce, and support for capital investments.

As the US looks to bolster its manufacturing sector, create well-paying jobs, achieve energy dominance, and promote technological advancement, perovskites offer an opportunity to establish the US as a global leader in advanced solar technology.

What Perovskites Mean For America

Perovskite solar cell technology represents the next wave of solar innovation, offering higher efficiency, more diverse applications, and lower costs than traditional silicon-based photovoltaic (PV) technology.

The numerous applications include the potential to power the space age and enhance building-integrated photovoltaics, portable electronics, and off-grid energy solutions.

Caelux is proud to be a leading manufacturer of perovskite solar cells in the Western world, playing a critical role in the supply chain for this exciting new technology.

To protect the domestic perovskite market from subsidized imports, however, Caelux needs federal support on tax policy and trade enforcement.

Investing in American manufacturing can create jobs, boost the economy, and strengthen American leadership globally. The Inflation Reduction Act (IRA) was an essential first step that helped create an incredible opportunity for communities to participate in the solar boom, revitalizing many former manufacturing hubs. Caelux is proud to build a domestic manufacturing capacity in Los Angeles, an opportunity that would not have been possible without the IRA’s financial incentives.

A Proactive Approach Together

Caelux is committed to being a part of a bipartisan movement to create well-paying jobs and drive economic growth through innovation.

Looking ahead, American solar manufacturers can compete with and beat Chinese manufacturers through a three-legged policy stool to support U.S. solar manufacturers: tariffs, tax incentives for domestic manufacturing, and tax incentives for buying U.S.-made solar.

We’re grateful for Rep. Cisneros’ commitment to helping small manufacturers thrive over the next four years and look forward to continuing our dialogue with him and his team to address our industry’s unique needs and challenges.
